Operations is responsible for oversight, supervision, and
management of daily operations of the unit.Requires little to no
supervision to carry out responsibilities.Forms working
relationships with other units and administration to ensure
adequate resources are obtained and allocated so that high impact
vessel trips in support of the research, academic, and training
mission of the University are safely and efficiently accomplished.

Position Details: Must pass a USCG/DOT drug test prior to
employment and participates in the University's random drug testing
planEmployees Supervised: -Direct-Vessel Operations Manager and 1-2
student employees andIndirect-Captain Near Coastal, 2 Boatswain's,
1 Deckhand, 5-6 student employeesCover Letter/Resume: A cover

CV/Resume.Required Education and Experience:
- Bachelors' degree in marine or maritime related discipline or
any equivalent combination of education and experience
- Eight years of maritime administration or related experience
Required Knowledge, Skills, and Abilities:
- Computers and related software. Strong verbal and written
communication skills
- Strong interpersonal and organizational skills
- Ability to interpret federal, state and local laws related to
the maritime industry
- Ability to multi-task and work cooperatively with
othersRequired Licenses and Certifications:
- Current and valid Class C vehicle license
- Current and valid USCG Merchant Mariner Credential: 100-ton
Master's License - Near Coastal (up to 200 nautical miles) or
greater
- Current TWIC card
- Ability to obtain US Powerboat Instructor Certification within
one yearPreferred Education and Experience:
- Masters in Maritime Transportation, Maritime Administration,
Boat Operations or equivalent
- Prior experience in higher education, non-profit, or
governmental employmentPreferred Licenses and Certifications:
- ABYC certifications
Responsibilities:
- Administration and Management -- Responsible for daily
administrative and operational oversight of the unit. Participates
in planning, directing, and coordinating operational events and
procedural matters for the unit to meet unit goals and objectives.
Leads, plans and oversees the development of strategic plans and
capital project budgets in conjunction with Director. Serves on the
administrative team with the Director. Coordinates, develops,
directs and evaluates highly complex operations for effectiveness
in the Vessel Operations unit. Ensures the unit has the required
knowledge, skills, and resources needed to carry out daily
operations. Continually examines all operational activities of the
unit and initiates actions to improve financial and operational
efficiencies. In the absence of the Director, represents MESSO
Operations at university committees and meetings. Responsible for
annual budget preparation and expense control for Vessel
Operations. Oversees the coordination of programs, ensuring program
goals are consistent with departmental and University missions.
Establishes performance goals to evaluate the success of Vessel
Operations by developing reports, analyses and surveys for
Director. - Completes special projects as needed.
- Compliance - Ensures the unit is in compliance with federal,
state, and local laws as well as with TAMUS, TAMU, and TAMUG
policies, regulations, rules, and procedures, including monitoring
documentation to ensure 100% compliance with all USCG crew
requirements. Re views the operational manuals and procedures in
the department on a regular basis to determine if the unit is
meeting requirements. Makes recommendations to Director for
perceived needed revisions. Reviews unit required paperwork and
packets, including vessel trip packets, to ensure completion to
Director's satisfaction. Follow's up with internal and external
customers to develop plans for issues that arose during trips. -
Develops reports based on data, analyzes and makes recommendations
of successes and areas for improvement. -
- Training -- Develops and reviews technical vessel training
programs for unit employees, faculty, and researchers. Conducts the
training courses when needed. Use of a University vehicle or golf
cart would be required.
- Supervision and Leadership - Supervises Vessel Operations
manager and various student workers and directs staff and
activities of Vessel Operations.
- Captain -- Serves as a back-up Captain Near Coastal on any
vessel trip as required. Performs other duties as
