Chief Terminal InspectorSalary $100k-$120k DOEThe Chief Inspector will coordinate and supervise all inspection services for the pipeline and pipeline facilities. Duties include safety, environmental, the supervision and direction of other Inspectors, coordination with the contractor, organization of the work, interpretation of drawings and specifications, and the overall acceptability of work and materials and coordination with the requirements of the client.This position will also ensure that all fixed equipment is repaired, altered, or re-constructed in accordance to Recognized and Generally Accepted Good Engineering Practices (RAGAGEP - OSHA PSM 1910), Client specifications and drawings. Inspection shall include safety, environmental, suitability for service, damage mechanisms, materials of construction, design considerations, repair and alteration, dismantling and reconstruction, welding, examination and testing, MI (Mechanical Integrity) record keeping, evaluation of tank bottom settlement, and checklists for tank inspection.Responsibilities:

  • Promote a safe working environment.
  • Verify that work crews have approved Permits prior to commencing work.
  • Ensure Inspectors have the latest revision of the drawings, specifications governing the work, permits and approved procedures.
  • Collect and review and approve all Daily Inspection Reports.
  • Confirm adequate resources for activity and alignment with Bid/Proposal.
  • Manage Day to Day QA/QC items with the inspection staff and provide guidance for resolution.
  • Ensure Inspectors are following the Execution plan. Any deviation to plans and specifications shall be escalated to the Construction Manager or Project Manager or Maintenance and Reliability Manager for approval
  • Chief will ensure all construction documentation, i.e. Weld Procedures, Weld Procedure Qualification, Welder Qualification, Weld Repair Procedures, Weld Map, X-Ray Logs, Hydrotest Documents, etc. be maintained and accessible in electronic form.
  • Provide a Daily Inspection Report.Expectations:
    • Provide direction and guidance to onsite inspectors to ensure proper management of Daily Field Ticket sign off.
    • Work is prioritized and crews are working efficiently.
    • Minimize field changes and promote a No Change mindset.
    • Ensure all construction documentation organized, managed and up to date.
    • Communicate field work with local operations and maintenance.
    • Authority to accepting or rejecting repair plans.
    • Conducting proactive and timely inspections to maintain the safe operating condition of fixed equipment.
    • Providing accurate and timely recommendations.
    • Maintaining an accurate data base and inspection records for fixed equipment including the necessary MI and PSI record keeping. Document and manage to completion all Non-conformance report (NCR)
    • Investigating and reporting on the cause of failures indicating the nature of the problem and methods to reduce or eliminate the probability of recurrence.
    • Manage/maintain a high level of safety awareness and work with Contract Inspectors.
    • Ensure the crews have the latest revision of the drawings, specifications governing the work, permits and approved procedures.
    • Manage Day to Day QA/QC items with the Contractor and provide guidance for resolution of any issues.
    • Working to resolve reliability problems and improve fixed equipment reliability with Ops and Engineering.
    • Documenting and reporting on MI Inspections, Overdue Inspections, and MI Deficiencies.
    • Ensuring compliance with Industry Standards
    • Efficiently work within a team environment.
    • Strong planning and organizational skills.
    • Adapting and responding to unforeseen changes in the work plan and initiate new plans as needed.Experience Required
      • Minimum 10 years' experience as general inspector managing onshore &/or offshore projects.
      • Minimum of 2 years' experience as a Chief Inspector in the Oil and Gas field.
      • Minimum of 5 years' Tank Experience in tank repairs
      • Good Communication skills both verbal and written.
      • Regulatory experience (OQ requirements, DOT, OSHA) a plus.
      • Previous Supervisor Experience managing inspection staff is a plus.
      • Ability to plan and schedule tasks.Other Requirements
        • Possess a current "Fitness to Work" medical exam as required.
        • TWIC credentials as required
        • Required OQ tasks as identified by Client.
        • T-HUET credentials as required for offshore work.
        • Preferred certification:
        • Associates degree or Trade Certification
        • National Board Inspection Code,
        • NACE certification
        • ASME Section VIII Div.1, and ASME B31.3 (Piping Code)
        • API certified 510 and/or API certified 570
        • API certified 650
        • API certified 571
        • AWS-CWI
        • Computer proficient with applications such as RBI and PCMS and/or CMMS
        • DOT Operator Qualification
