Moody Neurorehabilitation Institute (Moody Neuro) Corporate Office is currently located in Galveston Texas but will relocate to the Clear Lake area in 2023. To complete the full application, please visit The Human Resources (HR) Manager is responsible for the management of hourly HR Staff as well as manage and/or assist the Chief Human Resources Officer (CHRO) in managing all HR Programs. Functions include but are not limited to Employee Relations, Training and Development, Performance Management, Exit Interviews, Employee Appreciation, Recruitment & Compensation and Unemployment. The incumbent acts as a subject matter expert on policies, procedures, employment law, and fundamentals of all core areas of human resources and ensures ease of access to HR deliverables for managers and staff. S/he will demonstrate professional conduct in serving as an appropriate role model for patients/residents and staff. S/he will uphold the mission, philosophy, and goals of the organization while maintaining strict confidentiality of personnel and client data and information in the performance of assigned duties. S/he will uphold the mission, philosophy, and goals of the organization while maintaining strict confidentiality of personnel and client data and information in the performance of assigned duties.DUTIES AND RESPONSIBILITIES:Recruitment & Compensation Provide recruitment expertise to assist in our transition to provide full service recruitment, creating scalable processes as we grow. Ensure equality and diversity with the development and implementation of talent acquisition strategies. Gives advice on pay and other remuneration issues, including promotion, sign on bonuses and benefits. Assists CHRO with evaluating and analyzing position, job descriptions, FLSA status, internal equity and external competitiveness. Research and develop relationships with potential recruitment sources (university, trade schools, job sites, etc.). Attend job fairs, meetings, seminars, workshops and/or conferences as requested.Employee Relations: Serve as the primary contact on employee matters and analyze issues based on interpretation of Moody Neuro policies and procedures, state laws, and federal laws. Interprets human resources policy and procedures to employees and managers. Makes recommendations to CHRO on identified opportunities for policy, procedure, and process improvement. Advise and assist managers and supervisors in correctly using and applying the Discipline Program and assure that the process is administered in an equitable manner throughout the organization. Responsible for facilitating grievances. Advise and guide management and employees through the process to ensure policy is being followed and time deadlines are met. Drafts and reviews disciplinary documents that accurately communicate the factual information that forms the basis for the disciplinary action. Conducts routine internal investigations regarding policy violations and disruptive behavior. Under the direction of the CHRO, s/he will assess and responds to high level personnel issues including employee misconduct, harassment, and discrimination investigations. Makes appropriate recommendations regarding investigative findings.Training and Development: Participates in curriculum design and delivery related to New Employee Orientation, management education and supervisor skills development, both for large class settings, small group, and individual education. Identifies opportunities and makes recommendations for improving management skills. Provides education of new policies and procedures. Assess training needs in consultation with management to develop training for all levels of staff at Moody Neuro. Remain current on training required by our licensing and accrediting agencies. Periodically evaluate established training programs and develop new training programs to ensure compliance with these requirements. Assist in the development and maintenance of all training materials. Collects, compiles and reports result of training evaluations and suggests appropriate adjustments. Establish and maintain internal controls in order to monitor and enforce training compliance. Provide information to staff relative to necessary training as it relates to a preventable work-related injury or corrective action. Monitor and evaluate training surveysPerformance Management Serve as primary contact within Human Resources for consultation within the Performance Management program area. Manages the annual performance evaluation process, both 90 day and annual evaluations. Participates in post-evaluation activities, such as the formulation of Performance Improvement Plans. Create and maintain a tracking mechanism to monitor training needs based on evaluation results. Provided managers and supervisors assistance in establishing expectations and performance criteria for their employees. Develop formalized training and written materials to facilitate an understanding of performance management and the techniques for addressing related concerns.Unemployment Minimizes unemployment costs by providing accurate and complete documentation and participating in unemployment claim hearings.ADA Assists CHRO to ensure we are compliant with the Americans with Disabilities Act.Performance Management: Serve as primary contact within Human Resources for consultation within the Performance Management program area. Manages the annual performance evaluation process, both 90 day and annual evaluations. Participates in post-evaluation activities, such as the formulation of Performance Improvement Plans or training action plan. System should also track and monitor training needs based on evaluation results. Provide managers and supervisors assistance in establishing expectations and performance criteria for their employees. Develop formalized training and written materials to facilitate an understanding of performance management and the techniques for addressing related concerns.Exit Interviews: Assist CHRO in analyzing exit interview data.Employee Appreciation: Coordinate employee recognition activities utilizing a team of employees across the organization. Responsible for maintaining a budget for these programs/events. Manage Service Award Recognition. Manage the annual Performance Award program. Manage the United Way campaign for Galveston. Publish a company-wide newsletter every two months.Management: Evaluate subordinates' performance; strengths and development needs; provide timely constructive feedback and take appropriate and timely action with marginal or unsatisfactory performers. Consistently and fairly enforce policies and procedures of Department and Moody Neuro. Effectively accomplish work assignments through proper delegation, establishing challenging goals and promoting innovation and team effort.
