Job Description:

Under general supervision, the Human Resources Specialist will assist in the day to day functions of the department including employment, job classification, compensation, performance appraisal, labor relations, employee benefits and training; planning; and performs other duties as assigned. ESSENTIAL FUNCTIONS : _Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following: _ Assists the Human Resources Director in providing counsel and guidance to department heads regarding employment issues, including termination letters, relevant policies and guidance regarding how to handle various human resource problems/issues. Manages insurance policies and benefits; ensures all employees are kept informed regarding updates, premium and/or policy changes. Interprets and explains the City s human resource policies, procedures, rules, and regulations. Ensures all municipal, state and federal requirements are met. Provides various statistical data and reports to the Human Resources Director. Establishes and maintains a uniform system of job evaluation for consistent identification of job values within the City. Attends meetings with senior executives, managers, supervisors, employees. Ability to communicate effectively with supervisor, City personnel, City officials and community partners. Schedules and facilitates all development and training courses as approved by the Director of Human Resources and Civil Service Participate in various employee investigations including interviewing parties involved; preparing reports with recommendations; and attending disciplinary meetings Completes and updates information for audit purposes; and participates in the preparation of monthly/annual reports as assigned. General administrative tasks and office support are also required of this position including timekeeping; time auditing and systems management; compensation administration; and various state and federal reporting. Maintain personnel files and other records including those related to new hires, terminations, status changes, training, licenses. Works in a team environment with shared responsibilities across the Human Resources Department and the organization as a whole. Participates and performs work related to special projects assigned by the Director of Human Resources and Civil Service Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. _Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency._ KNOWLEDGE AND SKILLS: Knowledge: City organization, operations, policies, and procedures. Modern office operations. State and federal statutes, rules, and regulations governing human resource administration. Texas local government codes. Record keeping and file maintenance principles and procedures. Business and personal computers, and spreadsheet software applications. Skill in: Handling situations requiring diplomacy, fairness, firmness and sound judgment. Analyzing human resource issues, evaluating alternatives, and developing recommendations and reports. Understanding and applying City policies and procedures, and applicable federal and state regulations. Explaining City policies and procedures while exercising the highest degree of confidentiality. Establishing and maintaining cooperative working relationships with all levels within the City. Communicating effectively verbally and in writing.MINIMUM QUALIFICATIONS:High school diploma or equivalent; AND three to four years of human resource experience preferred; OR an equivalent combination of education and experience. LICENSE AND CERTIFICATION: SHRM-CP or IMPA HR certification preferred.PHYSICAL DEMANDS AND WORKING ENVIRONMENT:Work is performed in a standard office environment.
