Job Description - Assistant Vice President & Assistant Chief of University Police (2101244) Assistant Vice President & Assistant Chief of University Police - ( 2101244 ) JOB SUMMARY: Function: As an executive level officer of the police department, assists the Chief of Police in the leadership, management, and operations of the police department; assists in the development, administration, coordination, and implementation of departmental procedures and activities. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Scope: Institution Wide. Consults with all levels of institutional leadership, as well as community members, on all matters relating to safety, security, crime prevention, law enforcement, and construction. Develops and oversees plans and programs to create a competitive market position and an institutional culture that attracts, retains, and motivates top talent in the industry. ESSENTIAL JOB FUNCTIONS:

  • Maintains a positive, service-oriented, working relationship with all segments of the campus community. Works closely with institutional leadership, including AVP's, VPs, physicians, deans, and others relating to campus safety and security initiatives.
  • I dentifies and resolves challenging public safety and university community concerns.
  • Directs, develops, and implements departmental goals, objectives, policies, and procedures.
  • Evaluates and modifies as required, programs, activities, policies, procedures, rules, orders, and regulations to ensure compliance with the university's and department's mission, goals, objectives, core values, Board of Regent's Rules, U.T. System Police policies, university operating procedures, department policies, and general law.
  • Directs the preparation of a variety of records and reports relating to departmental activities; prepares reviews and presents reports and other necessary correspondence; reviews and evaluates reports and other documents submitted by subordinate personnel.
  • Directs the department's fiscal, equipment, and human resources activities and services; develops, reviews, and manages staff and employee recruitment, development and training.
  • Consults and maintains relationships with local, state, and federal law enforcement agencies.
  • Provides counsel and advice to the Chief of Police regarding security or crime prevention standards or requirements related to new construction at the institution.
  • Analyzes budget needs, prepares, and submits annual budget recommendations for the police department to the Chief of Police, and ensures all expenditures comply with state law and institutional policies and procedures.
  • Provides administrative management and leadership to achieve and maintain national accreditation with the Commission on Accreditation for Law Enforcement Agencies (CALEA).
  • Designs and implements modern biosecurity and biosafety policies and practices in the security programs at the Galveston National Laboratory.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring recommendations, and training employees; planning, assigning, and directing work, appraising performance; rewarding employees; addressing complaints, and resolving problems.
  • Designs and implements operational, technical, and administrative methods of university community policing, crime prevention, delinquency control, law enforcement, and related functions, including but not limited to investigations, patrol, traffic control, and safety.
  • C oordinates law enforcement activities outside departments and law enforcement agencies. MARGINAL OR PERIODIC FUNCTIONS:
    • Controls and commands major investigations, emergency management situations, and large university special events.
    • Performs risk management assessments and develops related preparedness, response, and mitigation guidance.
    • Assures adherence to internal controls and reporting structure.
    • Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).
    • Represents the police department at meetings, conferences, and other public functions.
    • Responsible for law enforcement readiness activities required by the Joint Commission.
    • Participates in professional organizations and on a variety of boards, commissions, and committees both within and outside of the institution.
    • Conducts, directs, and reviews investigations of officer and staff misconduct within the police department and makes disciplinary action recommendations to the Chief of Police.
    • Assumes command of the police department in the absence of the Chief.
    • Performs related duties as required. MINIMUM QUALIFICATIONS:
      • Bachelor's degree in Criminal Justice or a related field from an accredited college or university.
      • Must have a Texas Peace Officer License, Master Peace Officer certification from the Texas Commission on Law Enforcement Officer Standards and Education, and a class "C" Texas driver's license or eligible for same.
      • Ten years of increasingly responsible broad-based experience as a commissioned police officer with a recognized law enforcement agency with four years of management and command-level responsibility. PREFERRED QUALIFICATIONS:
        • A Master's degree in Criminal Justice, Public Administration, or related field.
        • Five years of command level responsibility as a Police Lieutenant or higher. Experience and knowledge in the areas of event management, homeland security, risk management, emergency management, dignitary protection, and building security.
        • Completion of an advanced police management and leadership training such as the FBI National Academy, PERF's Senior Management Institute for Police, Southern Police Institute, Northwestern Command College, Naval Post Graduate School, Law Enforcement Management Institute of Texas, or IACLEA Executive Development Course.
        • Possess certification as a Certified Protection Professional (CPP).
        • Experience with law enforcement accreditation. LICENSES, REGISTRATIONS OR CERTIFICATIONS: Required:
          • Must have a Texas Peace Officer License, Master Peace Officer certification from the Texas Commission on Law Enforcement Officer Standards and Education, and a class "C" Texas driver's license or eligible for same. Preferred:
            • Possess certification as a Certified Protection Professional (CPP). KNOWLEDGE / SKILLS / ABILITIES:

              • Ability to organize, analyze, and present data in a concise manner.

              • Ability to prepare operating budgets and systems for internal operations.
              • Ability to provide credible testimony in a court of law.
