Function: Develops the strategy for the faculty group practice (Medical Service, Research and Development Plan or MSRDP) and assists in the development and execution of the Strategy for the overall clinical enterprise. This position will provide strategic leadership and representation of the group practice's efforts for institutional issues such as strategic planning and marketing, operations, and managed care contracting. The Vice President & Chief Physician Executive (VP&CPE) will also serve as a partner to the Executive Vice President & Chief Business and Financial Officer (EVP/CBFO) and his designee, the Vice President, Finance-Academic Enterprise, who oversees the financial and administrative aspects of the group practice. In particular, the Chief Physician Executive plays a key role in business development of the faculty practice of the School of Medicine. This position is principally responsible for communication and organizational development in the unified faculty practice group, and represents the interest of the group practice with the larger UTMB Health System's strategic context, while working with key executive of the Health System to develop integrated plans for the success of the Health System. Supervise the Chief Medical Officer (CMO) of the Community Based Clinics (CBC) and develop strategy that moves the CBC Clinics forward toward a Patient Centered Medical Home and value-based health care. In addition, the VP &CPE has responsibility for all outpatient clinic operations. In this role, he/she is jointly accountable to the Executive Vice President, Provost, and Dean of the School of Medicine and the Executive Vice President and CEO of the Health System. Provides strategic direction for the growth of the outpatient clinical enterprise and plays a key partnership role with the Chief Medical Officer for oversight of the outpatient clinics within UTMB hospitals. This position works collaboratively with the Chief Ambulatory Operations Officer ensuring the effective operations of the ambulatory outpatient facilities and a high degree of physician engagement. Scope: Institutional ESSENTIAL JOB FUNCTIONS:

  • Collaborates with the UTMB Faculty Group Practice Clinical Operations Committee and UTMB Health System executive team in shaping the strategic direction and operational imperatives of the group practice in coordination with the overall UTMB strategic plan and goals.
  • Facilitates the development and deployment of strategic business plans to ensure care delivery operations are patient-centered, service-oriented, effective and efficient.
  • Establishes principles for outreach activities in conjunction with clinical departments, program directors and the Health System administration. Participates in the planning and coordination of off-campus programs across clinical services; provides leadership assistance in the setup of off-site clinical programs and the necessary operational systems to support them.
  • Analyzes and reviews key issues affecting the practice plan, with appropriate reporting to the group practice Executive Committee, its various subcommittees, the department chairs, as well as School of Medicine and Health System leadership.
  • Works with the VP, Revenue Cycle Operations, the EVP/CBFO and the EVP/CEO to develop and maintain effective professional fee billing policies standards and systems. Assists the VP as appropriate to monitor billing performance and works with group practice members to optimize reimbursement for professional services.
  • Develops, implements and maintains a "customer service" focus that is pervasive throughout group practice operations with a monitoring component to provide feedback for faculty and staff. Monitors patient satisfaction with services received from group practice members, assisting with responses to patient complaints and resolving problems leading to the complaints.
  • Monitors statistical and financial reporting systems that reflect group practice activities, including tools that measure physicians' productivity; takes timely actions to optimize performance of the plan and its members.
  • Develops and maintains an effective benchmarking system for the group practice based on the best practices of academic faculty practice centers and other professional organizations.
  • Works with executives of the Health System to ensure that the clinical entities remain viable providers of high quality, efficient, effective, accessible and responsive patient care services.
  • Maintains close harmonious relationships with the clinical chairs and other clinical leaders to ensure the effective integration of clinical programs and the attainment of the broader institutional goals of quality patient care, education and research.
  • Together with the VP and Chief Administrative Officer, Academic Enterprise, oversees group practice compliance efforts, ensuring that the group practice and its members remain in compliance with all applicable laws, regulations, and accreditation and institutional standards.
  • Routinely works with the executive and senior administration, faculty, staff and volunteers. Works closely with key clinical leaders to develop and implement institutional policies, policy initiatives and action plans that support the clinical and academic missions of the Institution. Works as a contributing and valued partner with the E VP /Provost, E VP /CEO of the Health System and the other members of the executive management teams of the Institution. Works closely with the Dean of the School of Medicine and the MSRDP Board to manage the group practice's business interests. Serves on institutional committees as requested.
  • Represents the institution and clinical and health issues in local, regional, national and international forums as appropriate or as requested. Provides leadership and institutional representation in groups and discussions that include, but are not limited to, representatives from The University of Texas System, or other UT academic and health components, local, state and federal regulatory, accreditation and compliance agencies, and the community at large. MINIMUM QUALIFICATIONS: MD is required. Significant academic, clinical and administrative experience in a university health science center or comparable organization, preferably at the ladder rank of an associate professor academically and in a board-certified capacity clinically, with a demonstrated understanding of all elements of practice plan management and health care delivery, including strategy, business planning, operations and finance. PREFERRED QUALIFICATIONS: Master's degree in business, healthcare or health administration related discipline. KNOWLEDGE / SKILLS / ABILITIES:
    • Demonstrated experience in strategy development and business planning, long range financial planning, budgeting and financial reporting in a complex, highly competitive health care marketplace.
    • Current and extensive knowledge and experience at the senior managerial level in the application of financial and clinical information systems.
    • Knowledge of federal and state health services regulations, and standards emanating from Medicare and Medicaid, third party payers, and other external agencies and businesses.
    • Knowledge of issues and challenges facing the clinical, education and research elements of UTMB with a full understanding of and ability to respond effectively to elements that drive competitive advantage under dynamic conditions, such as health care industry changes, competitor actions, legal/regulatory changes and technological trends.
    • Knowledge and reasonable experience in establishing and/or developing productive relationships with physician groups, third party payers, employers, and other healthcare entities such as HMOs, PPOs, PHOs, and community clinics.
    • Knowledge of case management/resource utilization programs, patient treatment protocols, and other initiatives used to improve physician and hospital performance.
    • Demonstrated ability to provide leadership in the implementation of clinical quality assurance, utilization review, and risk management programs.
    • Good understanding of physician incentives and compensation methods, preferably with a record of accomplishment of building physician support.
    • Understanding of key system integration issues with an ability to accomplish results and effectively integrate functions across units amid competing priorities in a complex multi-mission organization. Consistent ability to demonstrate and encourage a commitment to quality, customer-centeredness, productivity and continuous improvement.
    • Understanding of the approaches and methods of process improvement, including planning, setting priorities, systematic performance assessment, implementation, and ongoing monitoring to continue improvement.
    • Understanding of health care reform and structures associated with health care reform, such as Patient Centered Medical Home, Accountable Care, and others.
