a Staff Auditor – ARPA Grants! Harris County, the third most
populous county in the nation, provides an array of critical
services to its community, including public health initiatives,
disaster recovery efforts, toll road management, flood mitigation,
and justice administration. The Harris County Auditor's Office
plays an essential role in supporting these services by overseeing
the financial operations of over 90 departments. Under the
leadership of the County Auditor, the office includes the
Accounting and Internal Audit divisions, ensuring integrity and
efficiency in the County's fiscal management. About the Role This
position is scheduled to last for the duration of the American
Rescue Plan Act Grant (ARPA), which is projected to last until
December 31, 2027 . However, the actual duration may be shorter or
longer. Upon the conclusion of the ARPA Grant, this position may be
eliminated, and the incumbent may either be transferred to another
position within the Auditor's Office and/or County or be
terminated. Your work as an ARPA Grants Staff Auditor has a direct
and significant impact on Harris County . By ensuring proper
administration and control of ARPA grants, you will help prevent
the loss of federal funding or the need for the county to pay back
funds due to non-compliance, thereby safeguarding county resources.
Your role is crucial in supporting the fiscal integrity of the
County. Key Responsibilities: The ARPA Grants Staff Auditor will
work under the direct leadership of the Assurance and Advisory
Services Audit Director and will report directly to the ARPA Grants
Senior Auditor. Key responsibilities include: Execute, with
appropriate supervision, engagements in adherence to ARPA Grant
contract provisions and guidelines, the Institute of Internal Audit
(IIA) Standards, Local Government Code, applicable regulation
and/or policy and procedure (per Uniform Guidance, 2CFR 200).
Identify findings and create recommendations that deliver value
with cost-effective, root cause remediation. Assist the Grants
Senior Auditor with drafting ARPA Grants reports that are concise,
timely, and fact-based. The staff auditor's role is primarily to
perform grant audit fieldwork, with the senior auditor mainly
responsible for drafting reports. Maintain a high degree of
judgment, discretion, and confidentiality of sensitive information.
Perform other ARPA Grant-related special projects and
administrative duties as requested. Essential Requirements:
Bachelor's Degree in accounting, business, or a related technical
subject matter from an accredited college or university. Zero to
two years of relevant work experience in assurance or compliance .
Experience in auditing, working with grants, or in a government
environment is considered highly valuable, though not required.
Ideal Attributes for this Role: Beyond the essentials, we're
looking for a team member with: Basic knowledge of internal
auditing and/or compliance. Basic knowledge of grants preferred.
Basic knowledge of Federal and State grant programs and initiatives
preferred. Ability to plan, organize, and follow through on
assigned projects in a timely manner. Strong organizational skills
are essential. Excellent critical thinking, research,
interpersonal, and analytical skills. Excellent verbal and written
communication skills to articulate planning strategy and approach,
audit findings, and ask thoughtful questions that drive clarity and
collaboration with organizational stakeholders. Proficient in the
use of MS Office Suite or equivalent software. Work Environment:
Work Schedule | Monday - Friday | 40 hrs. per week | Exempt
Physical requirements include sitting for extended periods of time,
lifting and carrying up to 20 lbs. Occasional travel throughout
Harris County will be required. May be required to work more than
40 hours during the workweek or on weekends when special projects
